The Lady Tigers trailed 23-19 at the half then out-scored the Cowboys 20-8 in the third to take a 39-31 advantage.
A 7-6 fourth-quarter scoring edge preserved the lead.
Ballesteros included two 3-pointers in her game-high effort.
Riley Oglevie joined her in double figures with 10 points.
Right behind was Alyssa Castilleja's nine points.
Luz Gomez contributed six points to the win and Mercedes Degollado and Cristen Edwards two apiece.
